Completely blocked from internet except via Mobile Hotspot on phone

Dell XPS 8700 desktop computer running Windows 10 Pro 64-bit, version 21H2, build 19044.1586. AV is Windows Defender plus MBAM Premium.

ANY attempt to access a website generates a DNS error (cannot find address). Internet connection via Linksys EA7500 router, Ethernet cable from router to computer, so the system display shows the connection status for the router (as Linksys04281) and for the local WiFi network (as its SSID). Right now, of course, Linksys is showing as connected and Samsung Galaxy as connected. It works, but slowly. When I try to connect in the normal way, it shows the connection status for the router (as above) and for the WiFi network (as its SSID). Even when both say “Internet access”, any attempt to access a website fails with a DNS error (and usually causes the WiFi state to switch to “no internet access”.

My ISP (a local wireless broadband provider) says their equipment shows me connected almost all the time, but I can’t access any websites. If the router shows “internet access”, I can usually receive email (MS Outlook and/or Gmail) but very slowly. No website, even when router and wifi both show “internet access”.

This situation has been going on for almost two weeks now. What to do?
