Error notice: what is it?

Over the past few days, I’ve received several nearly identical error email notifications of the following type:

Can anyone tell me what is going on here? Is this an incoming message to my address, which has been declined by vadesecure (which as far as I know all Microsoft messages must go through), if so, there doesn’t appear to be any information that would allow me to identify the source of the rejected message, or its content?

Or is it another manifestation of the long-standing blocking of mail from Microsoft servers practiced by at least one major national mail system that I could name, which prevents me from using Outlook to send mail to a correspondent in Austria? In this case, could it refer to a return receipt that MS Outlook tries to send every time I open it to read mail, and the recipient’s mail system continually refuses to receive? In this case, the “bone of contention” does not seem to be vadesecure.net itself, but the company (mx02?) hosting its web presence?
